Augusta County is considering a rezoning of 109 acres to industrial use to make way for a large distribution center in the rural community of Greenville.
Planning commissioners and supervisors should VOTE NO!
The request is not compatible with Augusta County’s comprehensive plan and future land use map and would have severe and irreversible impacts on the quality of life, the health, and safety of the Greenville community. Of particular concern are the students, faculty, and staff at the three Riverheads schools. Adding such a significant amount of traffic to an already severely stressed section of the county would have a negative effect on the surrounding rural community. In addition, the proposed project would impact water resources and hamper emergency services response to our community.
Why This Project is Wrong – the details
Comp Plan and Zoning
The comprehensive plan (the county guide for future growth) for this area does NOT list Industrial zoning as an appropriate future use for the land around Greenville.
Traffic
The traffic study says the project would create intersections operating at “Service D or better.” Rt. 11 is already subject to frequent traffic problems because of the two truck stops and I-81 reroute traffic. This project would make a bad situation much worse. There would be an increase in daily traffic (mostly tractor trailers) of at least 2,460 vehicles/day. At morning peak, that’s 3.7 trucks per minute. In the afternoon peak that’s 3.5 per minute. That is too much traffic for a rural community with one main road (Rt. 11) and three nearby schools. Our rural community with its small village, schools, neighborhoods, and surrounding farmland is NOT the place for a large industrial complex. The traffic will hurt our schools and emergency services.

Water Quality
The project is too close to the Christians Creek headwaters that already has problems. Rocks, caves, and sinkholes mean construction might contaminate our water. Numerous sinkholes are close by and on the property itself.

Part of the property is in a floodplain; part has a wetland; noise, dust, and visual issues will affect our community; water pressure issues could hinder firefighting ability; there will be negative impacts to historic Greenville and the B&O Railroad bed.
