UPDATE JULY 10: The Warren County Planning Commission voted unanimously to recommend denial of a zoning text amendment proposed by the developer who has filed a permit application for a data center at 0 Rockland Road.
On July 8, 2026 at 7pm, Warren County Planning Commissioners will be considering a proposal for a zoning amendment to allow data center development in industrial zoning by conditional use permit. This text amendment was proposed by the developer who has filed a permit application for a data center at 0 Rockland Road.
We urge Warren residents to support the planning commission in recommending denial of this request.
Denying this specific, reactionary text amendment protects the county’s zoning authority. IF, at some point, Warren County should ever choose to adopt language to regulate and site data centers, it should do so through a proactive, county-initiated and community-vetted process that ensures the protection of water quality and supply and quality of life for Warren residents—similar to the deliberate approaches taken by our neighboring localities—rather than rushing into an ordinance written by a single out-of-town applicant.
County staff have put together a very informative page on the proposal on the website here and have moved the public hearing to Warren County High School to accommodate community feedback.
If you’d like to submit written comments ahead of the public hearing, you can do so via the comment form at the bottom of this page, or email your planning commissioner and board member directly and be sure to also include planning@warrencountyva.gov to ensure your comments are included in the public record.
