Chesapeake Bay Watershed Implementation Plan; changes contingency for effective date.

This legislation extends the effective date of the potential mandate of water quality improvement practices on agriculture operations for two years, from the current July 1, 2026 to July 1 2028. The legislation also further extends this effective date for each year that the Soil and Water Conservation Districts (SWCD) do not receive full funding to implement voluntary management practices on agriculture land. Lastly, the legislation calls for input from each SWCD on improvements in the disbursement of funding and for program efficiencies that would expedite disbursal of funds and for the creation of a stakeholder group to monitor and report on progress towards the state’s Chesapeake Bay goals.
