SIGNED – SB 1311 – Pipeline Water Quality Permits

Water quality standards; modification of permits and certifications.

This legislation improves the regulatory process to protect water quality for interstate natural gas transmission pipelines greater than 36 inches. This improvement is much needed as we’ve already seen the treacherous impacts on our waterways from failed plans for water quality in the current construction of the Mountain Valley Pipeline. Specifically, the bill creates a process for regulators to revisit plans that prove inadequate on the ground as well as re-review plans when a pipeline developer makes modifications to permits granted by other agencies.

Several of the bills that we supported are on Governor Northam’s desk awaiting signature, and the budget ended up relatively strong for clean water and farmland protection programs, considering current fiscal constraints.
